摘要
经济机体的过分紧张,来自于经济循环的堵塞,而这种堵塞又来自于投资消费结构与经济增长速度的关系失衡,来自于片面追求经济增长速度。应当以科学的“双循环”经济理论为指导,根据人们的工作时间、在途时间、消费时间、休息时间和区域均衡的国家安全要求,研究最有益于人们创造力的紧张程度,由此研判张弛有度的经济增长率,并根据此经济增长率确定合适的投资率和消费率,通过一次分配、二次分配、财产性收入、提供资金的收益、货币税以及经济租金等方法,实现相应的收入分配结构,疏通循环,平衡增长,建设中国特色社会主义。
The excessive tension of economic organism comes from the blockage of economic circulation,and this blockage comes from the unbalanced relationship between investment and consumption structure and economic growth rate,and also comes from the excessive pursuit of economic growth rate.Guided by the scientific economic theory of Dual Circulation,we should focus on the study of the levels of stress that are most conducive to people's creativity to determine a moderate rate of economic growth based on requirements of people's working hours,travel time,consumption time,rest time and regional balance.Furthermore,we should determine the appropriate investment rate and consumption rate according to this economic growth rate,and realize the corresponding income distribution structure,dredge circulation,balance growth and build socialism with Chinese characteristics by means of primary distribution,redistribution,property income,income from providing funds,monetary tax and economic rent.
