摘要
中国发展普惠养老是社会包容性发展和深化养老服务社会化改革的必然结果。中国普惠养老实践的推进,需要理论阐释和指导,从而深化对发展普惠养老的理解和认识。基于此,在界定中国普惠养老概念和本质特征的基础上,从逻辑基础、逻辑核心、逻辑焦点以及逻辑支点四个层面分析了中国普惠养老的生成逻辑,并探索了中国普惠养老的发展路径和运行机制,以期能对中国普惠养老的健康和可持续发展提供启示和借鉴。
The development of inclusive pensions in China is an inevitable result of inclusive social development and the deepening of the socialization reform of pension services.The implementation of China’s inclusive pension practice is urgently needed to be explained and guided theoretically,so as to deepen the understanding of the inclusive pension development.On the basis of defining the concept and essential characteristics of Chin’s inclusive pension,the generation logic of China’s inclusive pension was analyzed from four levels:logical basis,logical core,logical focus and logical fulcrum.Meanwhile,the development path and operation mechanism were probed to provide enlightenment and reference for the healthy and sustainable development of China’s inclusive pension.
