摘要
目的:评估医疗服务价格改革风险,为科学制定医疗服务价格政策提供依据。方法:以广州市6家部属医院为研究对象,采用德尔菲法与风险矩阵法评价医疗服务价格改革风险发生的概率、风险严重程度和风险水平。结果:经过2轮专家咨询,确定了医疗服务价格改革风险发生的概率、影响程度和风险水平,其中"实际补偿不足80%"的风险水平最高。结论:应建立符合医疗行业发展规律的医疗服务价格动态调整机制、同步出台医改配套措施巩固政策效果、理顺医疗服务项目比价关系、做好政策宣传及舆论引导,防范医疗服务价格改革风险。
Objective To evaluate the risk of medical service price reform and provide basis for the scientific formulation of medical service price policy.Methods Taking 6 subordinate hospitals in Guangzhou as the research object,Delphi method and risk matrix method were used to evaluate the risk probability,risk severity and risk level of medical service price reform.Results after two rounds of expert consultation,the probability,risk severity and risk level of medical service price reform risk were determined,among which the risk level of"actual compensation less than 80%"was the highest.Conclusion It is necessary to establish a dynamic adjustment mechanism of medical service price in accordance with the law of the development of medical industry,take supporting measures to consolidate the policy effect consistently,straighten out the price comparison relationship of medical service items,do a good job in policy propaganda and public opinion guidance and guard against the risk of medical service price reform.
