摘要
生活垃圾分类立法应当充分保障公众参与权的实现,《河北省城乡生活垃圾分类管理条例》在实践中的具体实施以及省内各设区市生活垃圾分类管理办法的制定都要坚持公众参与的基本原则,广泛吸纳公众参与立法过程,做好立法实施前的准备工作,做到生活垃圾分类管理的京津冀协同和城乡一体。河北省生活垃圾分类立法的精细化完善和充实应当进一步明确湿垃圾计量收费的具体规定,建立引导性强的可回收物投放机制和点面结合的大型生活垃圾投放制度,并加强对生活垃圾强制分类的日常监督、巡查。
The legislation of household garbage classification should fully realize the right of public participation.The implementation of"Hebei Province Urban and Rural Household Garbage Classification Management Regulations"in practice and the formulation of household garbage classification management methods in various districts and cities in the province should focus on the basic principles of public participation.This requires extensive participation of the public in the legislative process,setting a transitional period before the implementation of legislation,and following the principles of Beijing-Tianjin-Hebei coordination and urban-rural integration.The refinement,perfection and enrichment of the legislative work on the classification of household garbage in Hebei Province should be further clarified,specific regulations on the measurement and charging of wet garbage should be designed,and a strong guiding mechanism for recyclable materials and a large-scale household garbage delivery system should be established.At the same time,it is also necessary to strengthen the daily supervision and inspection of the mandatory classification of household garbage.
