摘要
理解气候变化条件下农户农业保险购买行为,有助于完善我国农业保险制度。通过构建"气候变化、农业风险与农户农业保险购买行为"的分析框架,利用地级市气候数据和农户微观数据进行匹配展开实证分析。研究表明:气候变化对农户农业保险购买行为有显著的促进作用,但对不同生产目的的农户存在异质性影响。仅当经营目标从满足自家消费转向为追求市场利润时,才诱致农户购买农业保险的强烈需求。中介作用机制分析表明,因气候变化产生的两类农业风险对农户购买农业保险的中介作用存在差异。其中,气候变化形成的土壤退化风险具有渐进性。农户在农业生产之前,能够结合土壤板结等物理性质来调整农业生产要素供给,降低风险损失。这使得农户低估风险的严重性,不愿购买农业保险,即中介效应不显著。而气候变化形成的病虫害风险属于突发性风险,农户难以通过事前风险防控来分散风险,由此强化了农户的损失厌恶感,并转化为对保险的需求,即中介效应显著。
Understanding the farmers’purchasing of agricultural insurance under the condition of climate changes helps to perfect the system of agricultural insurance in our country.A theoretical framework of climate change,agricultural risk and agricultural insurance purchase behavior of farmers was constructed in this paper.Our research shows that climate change has prompted farmers to purchase agricultural insurance.But only when farmers’agricultural production aims to pursue market profit instead of meeting the need of their own consumption does climate change trigger off the farmers’strong desire to purchase agricultural insurance.Our research also shows that the mediating effects of two different kinds of agricultural risks caused by climate change on farmers’purchase of agricultural insurance are different.The risk of soil degradation caused by climate change is progressive and observable.Before agricultural production,farmers can adjust the supply of agricultural production factors according to the physical properties of soil.This reduces the willingness of farmers to buy agricultural insurance.The risks of pests and diseases caused by climate change are sudden risks.It often occurs in agricultural production.This leads to loss aversion among farmers,which translates into a need for insurance.
