摘要
本文介绍了世界自然遗产地现状及其在中国的发展,同时介绍了我国自然保护地相关政策历史演变过程及自然保护地现状。通过对我国世界自然遗产与自然保护地的关系、自然保护地存在的主要问题的研究,对比分析了世界自然遗产地与保护地在我国实际保护工作中的异同点。结果表明:1)两者均受到高度关注;2)两者产生的背景不同;3)目标任务各有侧重;4)内涵和保护严格程度不同。为促进我国遗产地/自然保护地的有效管理,文章提出实现保护与可持续利用的协调,以及发挥文化在自然保护中的积极作用是关键。同时探索自然保护地缓冲地带划建方式、建立社区扶持机制和自然保护地资源利用特许经营机制也是有效途径。
This paper introduces the current situation of world natural heritage sites and its development in China,and introduces the historical evolution process of the relevant policies of nature reserves in China and the current situation of nature reserves.Through the study of the relationship between the world natural heritage and the nature reserves and the main problems existing in the nature reserves in China,the similarities and differences between the world natural heritage and the nature reserves in the actual protection work in China are compared and analyzed.The results showed that:(1)both of them are highly concerned;(2)both of them have different backgrounds;(3)each of them has its own emphasis;(4)the connotation and protection degree are different.For promoting the effective management of heritage sites/nature reserves in China,this paper puts forward that the key is to achieve the coordination of protection and sustainable utilization,and to play a positive role of culture in nature conservation.At the same time,it is an effective way to explore the buffer zone planning,establish community support mechanism and establish the resource utilization franchise mechanism of nature reserves.
