摘要
新型基础设施建设具有新战略高度﹑新投资领域、新投资主体﹑新区域重点的丰富内涵。基于我国短期内进行经济逆周期调节,实现有效需求扩大、稳投资﹑稳增长,中长期通过传统产业赋能,提升全要素生产率的现实发展需求,以新基建助力我国经济高质量发展是必要之举。通过新基建助力供给侧改革,推动制造业升级、促进能源效率提升、加速市场环境改善机制,推进区域城市形态转型和产业升级。立足新基建高数字化技术应用特点,提出合理规划布局新基建、加快投融资体制改革,高效发挥财政资金引导作用的新基建发展政策重点,提供有别于传统基建的制度创新和政策保障。
New infrastructure construction has rich connotation of new strategic height, new investment field, new investment subject and new regional focus. Based on China’s economic countercyclical adjustment in the short term, in order to achieve effective demand expansion, stable investment and stable growth, and to enhance total factor productivity through traditional industry empowerment in the medium and long term, it is necessary to boost China’s high-quality economic development with new infrastructure. Through the new infrastructure to help supply-side reform, promote the upgrading of manufacturing industry, promote energy efficiency, promote the development mechanism of new urbanization, and accelerate the transformation of regional urban form and industrial upgrading. Based on the application characteristics of higher reliance on digital technology in new infrastructure construction, this paper puts forward the key policy points of new infrastructure development, including reasonable planning and layout of new infrastructure, speeding up the reform of investment and financing system, and giving full play to the guiding role of financial funds, so as to provide institutional innovation and policy guarantee different from the situation of traditional infrastructure construction.
