摘要
专利申请前评估是提高专利质量、促进转化运用的重点任务。通过概观美国高水平大学专利申请前评估指标,发现美国专利申请前评估以许可应用为主要目的,以市场性评价为核心支点,对后续专利应用产生了深远的积极影响。在此基础上,对比国内专利价值评估研究与实践情况,对我国高校专利申请前评估制度的建立提出技术和市场两个评估维度以及十条准则。
Patent pre-application assessment is the key task to improve the quality of patent and promote the transformation and application.Through a survey of the patent pre-application assessment indicators of American high-level universities,it is found that the main purpose of the patent pre-application assessment of American universities is to license the application,and market evaluation is the core fulcrum,which has a far-reaching and positive impact on the subsequent patent application.On this basis,by comparing with the domestic research and practice of patent value evaluation,this paper puts forward two evaluation dimensions of technology and market and ten criteria for the establishment of Chinese universities'patent pre-application system.
