摘要
新疆煤层气资源丰富,虽经过最近一段时期煤层气大规模勘查、开发示范项目的快速推进,但煤层气总井数仍然比较低,尤其重点有利区域的勘查投入、勘查程度均偏低,仅有已开发区域能够达到煤层气勘探级别。受全国能源结构优化与节能减排战略的稳步实施,疆内、疆外的天然气需求将持续攀升,为新疆煤层气开发提供了充足的市场基础。以落实自然资源部矿产资源管理改革为方向,健全管理体制,强化政策扶持,加大科技攻关,推动绿色勘查开发,统筹勘查开发布局,抓好重点任务落实,实现资源开发惠民利民,推动新疆煤层气产业持续、健康、快速发展。
Xinjiang is rich in CBM resources.Although the large-scale CBM exploration and the development of CBM demonstration projects have been promoted rapidly in the recent period,the total number of CBM wells is still relatively low.In particular,the exploration investment and degree of exploration in key favorable areas are relatively low.Only the developed area can reach the level of CBM exploration.Due to the steady implementation of the national energy structure optimization and energy saving and emission reduction strategy,the demand for natural gas in and outside Xinjiang will continue to rise,providing a sufficient market foundation for CBM development in Xinjiang.Taking the implementation of the mineral resources management reform of the Ministry of Natural Resources as the direction,the management system should be improved,the policy support should be strengthened,the scientific and technological research should be enhanced,the green exploration and development should be promoted,and the layout of exploration and development should be coordinated.The key tasks should be targeted to provide the benefits to people through resource development,and to promote the sustainable,healthy and rapid development of Xinjiang’s CBM industry.
