摘要
通过检视突发公共卫生事件情境下我国劳动关系调控与管理措施,围绕“劳动市场宏观调控”“劳动相关法律法规”两个关键要素和“劳资双方本身”分析特殊情境下劳动关系出现的新问题以及被环境特殊性激化的固有问题,构建劳动争议与冲突的成因框架,并通过后疫情时代的视角提出和谐劳动关系管理对策框架。以建设和谐劳动关系为目标,聚焦“构建统一的劳动力市场”“转变劳动力政策导向”“建立应急计划管理体系”“重视劳动群体代际更替”提出未来发展建议。
By examining the domestic labor relations management measures under the situation of public health emergency,this paper analyzes the new problems in labor relations under special circumstances and the inherent problems intensified by special environment around the two key elements of macro-control of labor market,labor-related laws and regulations and employers and employees themselves.It constructs the cause framework of labor conflicts,and proposes the management countermeasures framework from the perspective of post-epidemic era.With the goal of building harmonious labor relations,this paper puts forward future development suggestions focusing on four aspects:building a unified labor market,changing labor policy orientation,establishing emergency plan management system and paying attention to intergenerational replacement of labor groups.
