摘要
高层次人才队伍建设是新时代高校实现"双一流"建设战略目标的关键。通过回顾我国高校高层次人才队伍建设的发展历程,指出我国新时代高校高层次人才队伍建设存在缺乏与学校学科发展定位相结合的长远规划、人才引进机制不够完善、考核激励制度有待进一步建立健全、重外来人才引进而轻既有人才培养、对人才培养发展不够重视导致人才流失等五个方面的问题。进一步提出高校要将高层次人才队伍建设与学校、学科发展定位相结合,进一步完善高层次人才引进机制,建立健全考核激励制度,正确处理好人才引进与培养的关系,实施人才的稳定、培养与发展有机结合的策略等五个对策建议,为我国新时代高校高层次人才队伍建设工作提供参考。
The construction of a high-level talent team is the key for universities to the achievement of the strategic goal of“double first-class”construction in the new era.By reviewing the development history of the construction of high-level talent teams in Chinese universities,the authors point out problems existing in the construction of high-level talent teams at our universities in the new era in five aspects:a lack of long-term planning integrated with the school’s subject development positioning,imperfect talent acquisition mechanism,the evaluation and incentive system needing to be further established and improved,excessive reliance on the acquisition of external talents and underestimation of the training of existing talents,and insufficient attention to talent training and development which leads to brain drain.The authors then propose five solutions to the existing problems.Universities should first combine the construction of high-level talent teams with the development and positioning of schools and disciplines,further improve the acquisition mechanism of high-level talents,establish a sound evaluation and incentive system,properly handle the relationship between talent acquisition and training,and finally implement the strategy of combining talent stabilization,training and development organically.The authors hope that the study can provide a reference for the construction of high-level talent teams in universities in the new era of our country.
