基于政策文本量化分析的我国风景道政策演进特征研究 被引量:12

Study on Evolution Characteristics of Chinese Scenic Byway Policies Based on Quantitative Analysis on Policy Texts

摘要 采用国家层面风景道政策文本,通过语义内容分析、社会网络分析、政策工具编码,基于政策演进视角,从政策文本形式、政策制订主体、政策关注主题、政策运用工具4方面,对我国风景道政策进行了量化分析,以期从本质上深刻剖析我国风景道政策演进规律与特征。结果表明:我国风景道政策演进已历经萌芽起步、平稳发展、快速增长、政策利好4大阶段,但仍处于风景道专门性政策起步时期;政策文本形式逐渐多样化,已涵盖多种类型,以引导类政策为主,但针对性不足,问题解决类、法规性政策有待进一步加强;政策主体逐步多元,注重部门联合联动,政策主体间合作程度逐步增强,但尚未成立专门主导或牵头机构;政策主题关注要素和内容,主要聚焦于"建"方面,"管养运"虽有所关注,但具体化有待进一步加强;政策工具以供给型和环境型为主,政策工具协同性呈上升趋势,政策工具由单一向综合性转变,但内部均衡性不足,有待进一步调整与完善各类政策工具使用结构。最后,基于规范化、长远性、可持续,提出应进一步完善政策文本形式、设立专门风景道机构、具体化政策主题、均衡化政策工具。 Adopting national level scenic byway policy texts,through semantic content analysis,social network analysis and policy tool coding,based on the perspective of policy evolution,the Chinese scenic byway policies are quantitatively analysed from the aspects of the form of policy text,the subjects of policy making,the theme of policy concern and the tools of policy applications to deeply analyse the evolution rules and characteristics of Chinese scenic byway policies.It is found that:(1)the evolution of Chinese scenic byway policies has gone through 4 stages:germination,steady development,rapid growth and favorable policy,but they are still in the initial stage of scenic path specific policy;(2)the policy text forms are gradually diversified,covering many types,mainly guiding policies,but the pertinence is insufficient,and the problem-solving and regulatory policies need to be further strengthened;(3)the policy subjects are gradually diversified,focusing on the combination of departments,and the degree of cooperation among policy subjects is gradually enhanced,but no specialized leading institution has been established;(4)the policy themes concern elements and contents,mainly focus on construction,although management,maintenance and operation has been noticed,its concretization needs to be further strengthened;(5)the policy tools are mainly supply-oriented and environment-oriented,the synergy of policy tools is on the rise,and the policy tools are changing from single to comprehensive,but the internal balance is insufficient,and the use structures of various policy tools need to be further adjusted and improved.Finally,it is put forward that we should perfect the policy text forms,set up the special scenic byway agencies,concretizing policy themes and balance policy tools based on the standardization,long-term and sustainability.
