摘要
农村物流作为连接农村与城市的桥梁,是实现“工业品下行”和“农产品上行”的重要途径。县乡村三级农村物流协同发展有利于增加农民收入,对实现乡村振兴战略具有重要意义,但目前我国县乡村三级农村物流发展不平衡,影响了农村经济的进一步发展。通过PEST分析法发现,我国县乡村三级农村物流协同发展政策环境良好、融资条件得到进一步改善、市场需求规模持续扩大、相关信息技术逐渐得到普及,县乡村三级农村物流协同发展具有一定的可行性。为实现县乡村三级农村物流协同发展,应通过以县乡村三级农村物流利益相关者为主体,构建协同发展平台,从管理协同、资源协同、组织协调和利益协同四个方面构建县乡村三级农村物流协同发展机制,并通过加强政府的政策支持、完善金融支撑、构建风险共担体系、加强农村物流的基础设施建设等措施保障县乡村三级农村物流协同发展机制稳定运行。
Rural logistics,as a bridge connecting the countryside and the city,is an important way to realize"industrial products downward"and"agricultural products upward".The coordinated development of county and village logistics at three levels is conducive to increasing farmers'income and is of great significance to the realization of rural revitalization strategy.Through PEST analysis,it is found that the policy environment for the coordinated development of three-level rural logistics in counties and villages in China is good,the financing conditions are further improved,the scale of market demand continues to expand,and the relevant information technology is gradually popularized,and the coordinated development of three-level rural logistics in counties and villages in China is feasible to a certain extent.To realize the coordinated development of county rural three-level rural logistics,stakeholders should by county rural three-level rural logistics as the main body,build collaborative development platform,from the management synergy,resources,interests coordination,organization and coordination and cooperation four aspects to build county rural three-level rural logistics coordinated development mechanism,and by strengthening the government's policy support,perfecting the financial support,construct risk-sharing system,strengthening the rural logistics infrastructure construction measures to guarantee the coordinated development of the rural logistics system stable operation.
