摘要
“中国奇迹”的创造源于“中国之治”,而“中国之治”的成功在于“中国之制”。用中长期规划引领经济社会发展,既是“中国之治”的重要方式、必然要求,也是“中国之制”独特优势的具体体现。媒体融合是传媒业正在进行的一场革命。未来的媒体融合应坚持新发展理念,重塑媒体融合的新思维,坚持媒体形态的“大融合”和媒体功能的“智融合”,追求媒体融合发展的质量、公平和可持续发展。加快构建新发展格局必须紧紧扭住供给侧结构性改革这一主线,通过体制机制变革,从收入、消费倾向和供给结构三个渠道同时发力,促进居民消费增长潜力的充分释放以及国内供求适配性的提高,在以制度型开放为核心的高水平对外开放进程中实现国内和国际循环的相互支撑,相互促进。中华文化影响力的进一步提升是推进文化强国建设的重要阶段性目标,需从提高国家文化软实力和中华文化国际影响力两方面入手。坚持创新在我国现代化建设全局中的核心地位,把科技自立自强作为国家发展的战略支撑,并将科技创新置于各项规划任务的首要地位,应发挥政府在创新中的重要作用、尊重企业在创新中的主体作用、完善旨在激发人才创新的体制机制等,全面塑造发展新优势。
The creation of the"China miracle"comes from the rule of China,and the rule of Chinese success is"the system of Chinese".We will guide economic and social development through medium-and long-term planning,which is both an important way,inevitable requirement,but also the embodiment of"system"of China's unique advantages.The media convergence is the revolution media industry undergone.The future media convergence should adhere to the new development concept,reshape the media fusion new thinking,adhere to the"integration"in the form of media and the"wisdom of fusion"of the media function,pursuit the quality,fairness and sustainable development of the media convergence development.Speeding up to build a new development pattern must seize tightly supply side structural reforms the mainline,through institutional change from the income and consumption tendency and supply structure three channels at the same time,residents'consumption growth potential of the full release of fitment and domestic supply and demand increase,in open type system as the core of a high level in the process of opening to the outside world to support each other and promote each other from the cycle of domestic and international.To further improve the influence of Chinese culture is to promote cultural important milestones of the construction of the powerhouse,need to improve the national cultural soft power and international influence of Chinese culture two aspects.Adhere to the core position of the innovation in the global modernization construction in our country,taking the free-standing self-improvement as a national strategy to support the development of science and technology,and put science and technology innovation in the planning task primacy,we should play an important role of government in the innovation,respect the principal role of enterprises in the innovation,perfect system mechanism designed to inspire talent innovation,and shape the development of the new comprehensive advantage.
