摘要
在地方治理中,治理合法性和治理有效性通过何种机制联结起来,是一个值得深入讨论的问题。作为中国近年来地方治理改革的一项创新,杭州市“民意直通车”以“三元联动、三环相扣”的“协同回应民意”模式,为回答这一问题提供了很好的案例:公众、治理者和媒体之间良性互动、相互支撑,共同推动从汇集民意、落实民意到反馈民意的运作流程,其实质是协同回应民意的过程;正是协同回应民意为地方治理合法性和有效性的联结搭建了桥梁。
It is a question worthy of in-depth discussion in local governance that the governance legitimacy and governance effectiveness are linked by what kind of mechanism.As an innovation of the local governance reform in China in recent years,Hangzhou s“public opinion through train”provides a good case for answering this question with its“collaborative response to public opinion”mode of“ternary linkage and three-ring linkage”.Interacting and supporting each other,the public,governors and the media work together to promote the operation procedure from gathering public opinions and implementing public opinions to giving feedback to them.In essence,it is the process of collaborative response to public opinion.It is the collaborative response to public opinion that builds bridges between the legitimacy and effectiveness of local governance.
