摘要
尼泊尔是一个灾害多发频发的国家,21世纪以来中国主要通过提供紧急人道主义援助,派遣援外医疗队等方式,帮助尼泊尔应对大地震、粮食危机、气候灾害、新冠肺炎(COVID-19)疫情等,并在救灾防灾减灾领域与尼泊尔开展合作。在构建“中尼命运共同体”的背景下,中国为尼泊尔提供的大量救灾援助,有力地支持了尼泊尔灾后恢复和灾后重建工作,产生了以“援助”带动“合作”的叠加效应,也在国际社会上彰显了负责任的大国良好形象。进入新时代,为了不断提升中国外援助工作的能效,可借鉴中国对尼泊尔的救灾援助经验,在对外援助中深化“输血”与“造血”并举的新理念,充分激发主体主动性,引导多方力量参与援助,不断完善多元援助新格局,同时加强对外援助外宣工作,充分向世界传播中国方案,展示中国形象。
Nepal is a disaster-prone and frequent country.Since the 21st century,China has provided emergency humanitarian assistance and dispatched foreign aid medical teams to help Nepal respond to major earthquakes,food crises,climate disasters,and COVID-19,and to cooperate with Nepal in the field of disaster relief and prevention.In the context of building a“China-Nepal community with a shared future”,China s massive disaster relief assistance to Nepal has strongly supported the country s post-disaster recovery and reconstruction and produced a superimposed effect of“aid”driving“cooperation”,demonstrating a good image of China as a responsible power in the international community.In the new era,to continuously improve the energy efficiency of our foreign aid work,the experience of China s disaster relief assistance to Nepal can be used for reference.It is necessary to further deepen the new concept of“blood transfusion”and“hematopoiesis”simultaneously to fully stimulate the initiative of the main body,guide multiple forces to participate in disaster relief assistance to improve the new pattern of diversified assistance,and strengthen foreign aid publicity to fully disseminate China s plan to the world and showcase China s image.
