摘要
为贯彻国家"证照分离"改革试点要求,浦东新区结合区域社会经济发展水平和医疗需求因素,率先探索医疗服务领域"证照分离"改革。以营利性医疗机构为例,在总结卫生行政审批制度改革的实践做法和路径的基础上,认为在提高审批透明度和效率、激活医疗服务要素市场、优化专科资源配置结构、强化整合互联共享监管和促进政府职能转变上取得了显著效果。期待进一步创新卫生领域"放管服"审批制度改革,打出监管"组合拳",促进医疗机构健康发展,为优化营商环境提供有力支撑。
To implement the national pilot requirements for the"separating operating permits and business licenses"reform,Pudong had taken the lead in exploring the reform in the field of medical services based on the regional socio-economic development level and medical demand factors.This article took profit medical institutions as an example,and on the basis of summarizing the practice and path of health administrative examination and approval system reform,we found that the reform improved the transparency and efficiency of examination and approval,activated the medical service factor market,optimized the structure of specialist resource allocation,and strengthened the integration of interconnected and shared supervision.It has achieved significant results in promoting the transformation of government functions,and looks forward to further innovating the reform of the approval system in the health sector,and launch a"combination punch"in supervision to promote the healthy development of medical institutions and provide strong support for optimizing the business environment.
