摘要
“政社联动”是政府与社会组织的链接和互动,构建以“政社联动”为核心的协同治理模式能有效弥补财政不足,塑造良好的政府公共形象,提升政府治理能力和水平,从而加快地方政府社会治理创新。为此,政府应遵循立足全局、政府主导、统筹推进的原则,厘清政府和社会组织之间的关系。同时为推动社会组织更好地服务于社会治理,地方政府需要深化管理体制改革,完善政府资助机制,筹建社会组织孵化基地,健全执法监管制度。
“Linkage between Government and Society”is the link and interaction between the government and social organizations.The construction of a cooperative governance model with“Linkage between Government and Society”as the core can effectively make up for the shortfall in finance,create a good public image for the government,and improve the governance capacity and level of the government,so as to accelerate the innovation in social governance by local government,which based on the principles of overall planning and leading by the government,and clarify the relationship between the government and social organizations.At the same time,in order to motivate social organizations to serve social governance better,it is necessary for local governments to deepen the reform of the management system,improve the government funding mechanism,set up incubators for social organizations,and ameliorate the law enforcement and supervision system.
