摘要
运用文献资料等方法研究中国青少年体育培训产业治理策略。新时代服务业发展成为满足青少年体育多样化、多元化、多层次、多项目参与需求的基础业态。从宏观政策、经济政策和体育政策3个层面分析认为,优化经济结构推动健康服务产业发展,刺激消费升级创造服务业发展新机遇和体育治理改革引导体育服务产业发展方向,其政策机遇包括"以服务为主导"的经济改革激活服务产业融合创新发展,"以人民为中心"的治理目标促进青少年体育组织体系化,"以休闲为时尚"的生活理念促进青少年体育服务产业化,"以健康为中心"的成长理念促进青少年技能参与多元化。在面对主体政策缺位、人力资源缺失和能力建设缺乏等治理困境的背景下,从宏观、中观、微观和功能创新4个层面提出治理策略,即构建放、管、服青少年体育培训产业发展政策体系,构建多元化青少年体育培训机构融合发展治理体系,构建各类教练员和体育教师参与共治的服务体系,构建以培训为核心延伸多元产业业态的数字体系。
In this paper,we analyzed Chinese youth sports training industry management strategy using the method of literature and so on. The service industry in the new era has developed into a basic format that meets the needs of diversified,diversified,multi-level,and multi-project participation in youth sports. Analyzed from the three levels of macro policy,economic policy and sports policy,it is believed that optimizing the economic structure promotes the development of the health service industry,stimulating consumption upgrades,creating new opportunities for the development of the service industry,and sports governance reforms to guide the development of the sports service industry. The policy opportunities include"Service-led"economic reform activates the integration and innovative development of the service industry,the"people-centered"governance goal promotes the systematization of youth sports organizations,the life concept of"leisure as fashion"promotes the industrialization of youth sports services,and"health as the center". The growth concept of"center"promotes the diversity of youth skill participation. Faced with the background of governance dilemmas such as the lack of main body policies,the lack of human resources and the lack of capacity building,the governance strategy is proposed from the four levels of macro,meso,micro and functional innovation,namely to build a youth sports training industry. Develop a policy system;build a diversified youth sports training institution integrated development governance system;build a service system in which various coaches and physical education teachers participate in co-governance;build a digital system with training as the core to extend multiple industrial formats.
