摘要
近20多年来,我国工程总承包有了很大发展。在石化、化工、冶金、纺织、电力、铁道、机械、电子等各个行业出现一批EPC工程总承包项目。这些项目的开展促使建筑企业加强管理、提升技术。但EPC工程总承包在我国的推行并没有达到预期的效果,我国工程总承包在量和质上都与国外有较大差距。为此,国务院和住房城乡建设部先后发布《国务院办公厅关于促进建筑业持续健康发展的意见》《关于进一步推进工程总承包发展的若干意见》等一系列文件,但目前国务院和住房城乡建设部印发的有关EPC项目相关意见和办法仅为方向性的指引,对实际操作性指导不充分。为适应EPC工程总承包发展要求,本文旨在通过EPC工程总承包项目管理的一般流程演示,说明EPC工程总承包项目管理特点,并根据实践指出当前EPC项目问题核心,提出解决途径。
In the past twenty years,our country’s general engineering contracting has made great progress.A number of EPC engineering general contracting projects have emerged in various industries such as petrochemical,chemical,metallurgy,textile,electric power,railway,machinery,and electronics.The development of these projects has prompted construction companies to strengthen management and upgrade technology.However,the implementation of EPC general contracting in our country has not achieved the expected results,and there is a big gap between the quantity and quality of general contracting in our country and foreign countries.To this end,the State Council and the Ministry of Housing and Urban-Rural Development have successively issued the"Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry"(Guobanfa[2017]No.19),and"Several Opinions on Further Promoting the Development of EPC Contracting"(Construction City(2016)No.93)and other documents,but the opinions and measures related to EPC projects issued by the State Council and the Ministry of Housing and Urban-Rural Development are only directional guidelines and insufficient practical guidance.In order to meet the development requirements of EPC engineering general contracting,this paper aims to demonstrate the general process of EPC engineering general contracting project management,explain the characteristics of EPC engineering general contracting project management,and point out the core of current EPC project problems based on practice,and put forward solutions.
