摘要
从经济学的角度观察过去几十年学术出版的发展,通过对Web of Science、商业学术出版商年报、学术图书馆统计等不同来源的数据进行分析,发现学术出版市场在过去几十年由竞争转入垄断,而处于垄断地位的大型学术出版商操纵期刊价格导致了期刊危机,并引发了开放获取运动。文章最后建议政府应加强对学术期刊市场的管理,帮助学术界创建完全免费的开放获取期刊的方式(平台)。
The purpose of this study is to review the development of academic publishing in the past decades from the perspective of economics,which reveals the correlation between the oligopoly of academic publishing and the Serials Crisis by analyzing the data from Web of Science,annual reports of academic libraries and academic publishers as well as other sources.The findings indicate that,in the past few decades,the major academic publishers manipulated the subscription prices of academic journals by using their market power,which leads to the Serials Crisis and triggers the Open Access initiative.Thus,the study suggests that the government should be involved in the academic journal market and help the academia create a completely free Open Access journals way(platform).
