摘要
在城市环境质量得到广泛关注的今天,土地财政作为一种具有争议的财政模式对城市环境质量的影响具有研究价值,通过推测二者间的相关关系,基于相关理论提出二者间关系的假说,采用熵值法构建城市环境质量评价指数,并利用164个地级市2016年的截面数据构建OLS模型进行实证检验。研究表明:当前我国土地财政对城市环境质量有微弱的正向推动作用,处于环境库兹涅茨曲线拐点偏右时期,初步步入“经济反哺环境”的阶段;总体而言,各地方政府进行决策时能够考虑到环境质量保护,不降低现有环境水平。
Nowadays,urban environmental quality is widely concerned about by citizens.As a controversial pattern of finance,the effect of land finance on urban environmental quality is meaningful to research.By speculating the relationship between them,this article puts forward the hypothesis,adopts entropy evaluation method to build urban environmental quality index and collects cross-section data from 164 cities in 2016 to examine empirically.The result shows that China's land finance has a little acceleration towards urban environmental quality.It is at the right side of the inflection point in the environmental Kuznets curve and has just reached the second stage.In general,local governments should consider environmental quality as a factor in their decision and ensure that the local environmental quality does not decline.
