摘要
科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置,而科技创新体系的完善可对科技创新主体提供有力保障。为此本文从科技体制机制、科技创新平台、科技人才队伍、科技投入机制及科技成果转化五方面分析了青海省交通运输行业科技创新体系现状及存在的问题,从转变政府职能、修订科技创新项目管理及经费管理办法、建设高水平行业科技创新平台、加强行业科技创新人才队伍建设、加强科技创新成果转化等方面开展对策研究,为“十四五”时期青海省交通运输科技创新能力提升及政策制定提供参考。
Scientific and technological innovation is the strategic support to improve social productivity and comprehensive national strength,which must be placed at the core of the overall national development,while the improvement of scientific and technological innovation system can provide a strong guarantee for innovation subject.For this reason,this paper analyzes the present situation and existing problems of the science and technology innovation system of Qinghai’s transportation industry from five aspects:System and mechanism of science and technology,platform,personnel team,the investment mechanism and the transformation of scientific and technological achievements.To solve the above problems,it studies the countermeasures from the aspects of changing the government functions,revising the management methods of science and technology innovation projects and funds,building a high-level industry science and technology innovation platform,strengthening the construction of innovation talent team,and strengthening the transformation of innovation achievements.Research findings can provide reference for the promotion of Qinghai’s transportation science and technology innovation ability and Policy formulation.
