摘要
新冠肺炎疫情给国际旅游业带来了前所未有的危机,也给中国与太平洋岛国关系发展带来了新的挑战,新形势下的中太旅游外交研究既可推动旅游外交研究领域的拓展,又对推进“21世纪海上丝绸之路”建设具有重要的现实意义。中太旅游外交已有十多年的历史。加强中国与建交岛国“相互尊重、共同发展的全面战略伙伴关系”以及服务中国整体外交是疫情下推进中太旅游外交的现实动力。新形势下的中太旅游外交应加强顶层设计,主动服务国家整体外交;深化多边和双边旅游外交机制,拓宽旅游外交维度;贡献中国智慧,开展中国旅游发展先进技术、经验与太平洋岛国对接,深化旅游外交内容;培育疫后太平洋岛国旅游增长极,提高旅游外交效率。
The COVID⁃19 pandemic not only poses an unprecedented crisis to the international tourism in⁃dustry,but also brings new challenges to the development of relations between China and Pacific Island Countries(PICs).The study of Sino⁃PICs tourism diplomacy under the new situation can not only promote the expansion of tourism diplomacy research,but also have important practical significance for promoting the“21st Century Maritime Silk Road”construction.Sino⁃PICs tourism diplomacy has a history of more than ten years.Under the COVID⁃19 pandemic,the realistic impetus of promoting Sino⁃PICs tourism diplo⁃macy is to strengthen the“comprehensive strategic partnership of mutual respect and common development”between China and the PICs that have established diplomatic relations with China and to serve China's inte⁃grative diplomacy.Sino⁃PICs tourism diplomacy under the new situation should enhance their top⁃level de⁃sign to actively serve China's integrative diplomacy;deepen multilateral and bilateral tourism diplomacy mechanism to broaden the dimension of tourism diplomacy;contribute China's wisdom by strengthening the Sino⁃PICs cooperation and communications with respect to Chinese advanced tourism technologies and expe⁃rience to deepen the content of tourism diplomacy;and cultivate tourism growth poles after the COVID⁃19 pandemic in PICs to improve the efficiency of tourism diplomacy.
