摘要
[目的/意义]数据要素已成为数字经济的"工业血液",尽管我国政府数据开放的整体水平已有显著提升,但不容忽视的是,不同地区的建设成效存在较大差异,其影响因素值得深入探究。[方法/过程]应用"生态系统理论框架",从数据开放者、开发者、消费者及环境4个维度,对2017—2019年间的148个地市样本进行了回归分析。[结果/结论]研究发现,"数据开发者开发能力""是否位于国家大数据综合试验区""开放政府数据的省域统筹程度"及"国内生产总值"4个变量对各地政府数据开放建设成效有着显著正向影响。尽管研究在交叉验证等方面存在不足,但研究结果依然可以为我国政府未来的数据开放建设工作提供一定参照。
[Purpose/Signficance] Data elements have become the "industrial blood" of the digital economy. Although the overall level of government data openness in our country has improved significantly,it cannot be ignored that there are large differences in the effectiveness of construction in different regions,and its influencing factors are worth exploring in depth. [Method/Process] Using the "ecosystem theory framework",a regression analysis of 148 prefecture-city samples from 2017 to 2019 was conducted from the four dimensions of data openers,developers,consumers and the environment. [Result/Conclusion] The study found that the four variables of "data developers’ development capacity","is it located in the national big data comprehensive test area", "provincial coordination of open government data"and"GDP"had significant positive effects on the effectiveness of data opening construction in various local governments. Although the research had deficiencies in cross-validation and other aspects,the research results could still provide some reference for the future data opening construction of the Chinese government.
