摘要
当前人工智能侦查的研究方兴未艾,也暴露出体系不全、理论过多、缺少定位的问题。通过选择侦查活动中的四大类(取证类、控制类、查缉类、强制类)行为作为基本逻辑框架,系统地构建人工智能与侦查在未来的融合情景。人工智能将带动侦查效能的整体提升,实现优质高效取证,精准预判犯罪活动,确保行动安全可靠,有效提供人权保障。在未来的侦查活动中,积极引入人工智能的同时,要准确定位人工智能的角色。人工智能仅可作为侦查人员"辅助者",而非"替代者",发展人工智能侦查必须始终坚持以人为本的价值立场。
At present,the research of artificial intelligence investigation is in the ascendant,which also exposes the problems of incomplete system,too many theories and lack of positioning.Therefore,four categories of behaviors than is,evidence collection,control,investigation and enforcement,in investigation activities are selected as the basic logic framework to systematically construct the fusion scenario of artificial intelligence and investigation in the future.Artificial intelligence will promote the overall improvement of detection efficiency,which is embodied in:achieving high quality and efficient evidence collection,accurately predicting criminal activities,ensuring safe and reliable operations,and effectively providing human rights protection.It is pointed out that the role of artificial intelligence must be accurately positioned while the artificial intelligence is actively introduced in the future investigation activities.Artificial intelligence can only be used as an"assistant"rather than a"substitute"for investigators.The development of artificial intelligence investigation must always adhere to the value standpoint of putting people first.
