摘要
地方本科高校是支撑起我国高等教育进入大众化阶段的重要主体,创立新的高等教育分类体制,向应用型大学转型是继续发展的必然之路。地方应用型大学应紧密围绕“地方”与“应用”设立特色的发展目标、人才培养、师资队伍、科研、社会服务与校地关系,在高等教育新型分类体系建设的探索中找到合适的定位,集合多方力量,克服其在建设过程中所遇到的定位不明确、评估制度不完善以及办学支持不足等困难。借鉴国际上各种不同特色的应用型大学建设,往往具有从特色学科发展到优势学科发展、从单一层次办学到多层次办学、从合作办学到科研创新的发展路径,为我国地方应用型大学的高质量提供了一定参考价值。
Local undergraduate colleges and universities are important subjects supporting China’s higher education to enter the popularization stage.It is an inevitable way to establish a new classification system of higher education and transform them into applied universities.Local applied universities should closely focus on“localization”and“application”with characteristic goals,personnel training,teaching staff,scientific research,social services and relations between universities and local places.A suitable position in the construction of the new system is to be found,so that various forces can be taken advantage of to overcome the difficulties in the construction,such as unclear positioning,imperfect evaluation system and insufficient support for school running.The construction of applied universities with different characteristics in the world often begin with characteristic disciplines and then superior disciplines,from single level to multi level,from cooperation to scientific research and innovation,which provides a reference for the high quality development of local applied universities in China.
