摘要
基于国有林区改革及生态经济转型的深刻背景,黑龙江省近年来持续加快各类非木质产业为代表的林下经济发展进程。依据丰富的调查数据和统计资料,从林下资源入手,阐述黑龙江省林菌产业、北药产业、林果产业、特色林下养殖等典型林下经济的发展现状;对林下经济在林农观念意识、林下资源利用能力、配套设施与服务体系、政策扶持、产供销一体化等方面存在的突出问题进行深入分析;结合现状和问题,提出了进一步优化黑龙江省林下经济发展的对策建议。
Based on the profound background of the reform of state-owned forest areas and the transformation of the ecological economy, Heilongjiang Province has continued to accelerate the development process of under-forest economy represented by various non-wood industries in recent years. Based on abundant survey data and statistical data, first of all, starting from the understory resources, the development status of typical understory economy such as the forest fungus industry, the northern medicine industry, the forest fruit industry, and the characteristic understory farming in Heilongjiang Province are elaborated;The out.standing problems in the economy under the forest farmers’ concept awareness, forest resource utilization capacity, supporting facilities and service systems, policy support, integration of production, supply and marketing were analyzed in depth;then, combined with the current situation and problems, it was proposed to further optimize the forestry in Heilongjiang Province The countermeasures and suggestions for the eco.nomic development under the government;Finally, it summarizes several enlightenments of the forest econ.omy in Heilongjiang Province in terms of development mode, development principles, experience and practices, in order to provide reference for the development of forest economy in other regions.
