摘要
加快构建“以国内大循环为主体、国内国际双循环相互促进的新发展格局”已成为新时代我国经济发展的战略选择。然而,当前我国国内经济大循环的关键环节与国际经济循环的主要方面尚存在一些堵点,不利于双循环新格局的加快形成。产业与消费“双升级”对畅通经济双循环有着重要的作用。产业与消费“双升级”通过供给质量提升、技术进步方式转换、就业增加扩容三大机制能有效地疏通国内经济大循环关键环节的主要堵点,并进一步通过有为政府与有效市场的协同作用,畅通国内经济大循环。同时,国内经济大循环畅通的过程又将助力于疏通国际经济循环的主要方面所存在的堵点,使得我国以更高的规模经济效能、产业层级和更强的比较优势参与国际分工和协作,并反哺带动国内经济大循环,加快二者相互促进,最终形成经济双循环新发展格局。
Speeding up the construction of"a new development pattern with domestic and international cycles as the main body and mutual promotion of domestic and international cycles"has become a strategic choice for China's economic development in the new era.However,there are still some blocking points in the key links of China's domestic economic cycle and the main aspects of the international economic cycle,which is not conducive to the accelerated formation of the new pattern of China's Economic Double Cycles.The"Double Upgrade"of industry and consumption plays an important role in smoothing the Economic Double Cycle.The"Double Upgrade"of industry and consumption through the three major mechanisms of"improvement of supply quality","conversion of technological progress",and"increasing and expanding employment"can effectively dredge major blockages in the key links of the domestic economic cycle,and further improve the effective government and the effective market to work together to smooth the domestic economic cycle.At the same time,the smooth flow of the domestic economic cycle will help to dredge the blocking points existing in the important aspects of the international economic cycle,which will enable China to participate in the international division of labor and cooperation with higher scale economic efficiency,industrial level and stronger comparative advantage,and promote the domestic economic cycle,accelerate the mutual promotion of the two,and finally form a new development pattern of Economic Double Cycles.
