摘要
本文从适航规章、适航审查流程、适航流程管理等方面对我国直升机适航审查中的问题进行了分析,着重对适航审定和航空器评审两方面的规章制度进行剖析,明确审查重点,并结合我国直升机审查经验,总结我国直升机在型号合格审查方面取得长足的进步,在适航审定和航空器评审(AEG)方面积累的丰富经验,同时也总结出了我们现阶段所面临的问题,有针对性地提出我们的不足,在对流程的梳理、沟通机制的建立、管理权限和范围的界定、管理及验证方式的探索等都进行了反思与讨论,对能力建设、审查管理等问题提出具体意见,对我国民用直升机后续发展尤其是顺利取得型号合格证(TC)提供了技术支撑,对国产直升机取得TC证具有重要的借鉴意义。
This paper analyzes the problems in airworthiness review from the aspects of airworthiness regulations,airworthiness review process,airworthiness review process management and so on.The rules and regulations of airworthiness certification and aircraft evaluation are analyzed,underline the focus of review.Combined with China’s helicopter review experience,China’s helicopter has made considerable progress in model qualification review and accumulated rich experience in airworthiness certification and AEG review.At the same time,it also summarizes the problems we are facing at the present stage and puts forward our shortcomings in a targeted way.The process review,the establishment of communication mechanism,the definition of management authority and scope,and the exploration of management and verification methods are all reflected and discussed.Specific suggestions on capacity building,review and management are put forward,which provide technical support for the subsequent development of China’s civil helicopter,especially the successful acquisition of TC certificate(model certificate),and have important reference significance for domestic helicopter to obtain TC certificate.
