摘要
为探讨甘肃河西走廊流域生态补偿机制,本研究在分析石羊河流域林果、农作物结构和有效灌溉面积的基础上,采用条件价值评估法(CVM)研究了石羊河流域上、中、下游区域21个乡镇301个林农家庭的生态补偿受偿意愿,并通过构建Logistic模型对受偿意愿的影响因素进行分析。研究发现,石羊河流域上、中、下游区域愿意参与流域生态补偿项目,支持石羊河流域生态环境治理与恢复的家庭分别占比为91.15%,93.97%和93.06%,受偿意愿(WTA)均值分别为8787.61、12375.00,11270.83元·hm^-2·a-1。受教育程度、家庭年纯收入、家庭农林业收入占总收入比例、生态环境对自己的影响程度是影响受偿意愿的关键性因素。受教育程度越高、农林业收入占比越高、认为环境对自己影响程度越高的家庭,在流域生态补偿项目的实施过程中,受偿意愿越强烈,越能够积极参与其中。本研究为我国西部生态脆弱区流域生态补偿标准体系建立及区域生态建设政策的制定提供了依据。
In order to explore the mechanism of ecological compensation in Hexi Corridor of Gansu Province,the contingent valuation method(CVM)was used to study the willingness and level of compensation of 301 rural families in 21 towns in the upper,middle and lower reaches of Shiyang River Basin,based on the analysis of forest and fruit,crop planting structure and effective irrigation area.And the logistic model was established to analyze the influencing factors of willingness to be compensated.The results show that 91.15%,93.97%and 93.06%of the households in the upper,middle and lower reaches of the Shiyang River Basin were willing to participate in the ecological compensation project and support the ecological environment management and restoration in the Shiyang River Basin.The average willingness to be compensated in the upper,middle and lower reaches of the Shiyang River Basin was 8787.61,12375.00 and 11270.83 yuan·hm^-2·a-1,respectively.Education level,annual net income of family,proportion of agricultural and forestry income in total income and influence degree of ecological environment on themselves were the main factors affecting willingness to accept compensation.The higher the degree of education,the higher the proportion of agricultural and forestry income,and the higher the degree of environmental impact on themselves,the more actively they can participate in ecological compensation projects,and the stronger willingness to be compensated.This study provided a basis for the establishment of ecological compensation standard system and the formulation of regional ecological construction policies in the ecologically fragile regions of Western China.
