摘要
2020年突如其来的新冠肺炎疫情几乎席卷整个世界,包括中亚国家在内的“一带一路”沿线国家未能幸免。尽管疫情在中亚各国表现不一,对各国的影响也不尽相同,但都出现经济下滑、安全形势趋紧、收入减少、民怨增加等问题,与此同时也给数字技术和经济发展带来新的机遇。疫情期间,中亚各国纷纷出台反危机措施,努力转危为机,强调继续落实原有的发展战略大方向,继续实行开放政策,反对单边主义和保守主义,重视发展区域合作。这意味着,各国对中国的需求增加,对“一带一路”和人类命运共同体的认同增强。总体上,疫情只是暂缓了“一带一路”落实的推进步伐,但未能弱化“一带一路”,反而愈加凸显其重要性。与中亚国家的“一带一路”合作还需继续推动高质量发展,重点将是提高沿线国家的生存和发展韧性,增加中小企业项目,完善合作机制,发展经贸、投资、交通、农业、产能、数字经济、人文等领域合作。
In 2020,the Covid-19 epidemic has swept the entire world,including the countries along the"Belt and Road".Although the epidemic situations differ from country to country,problems such as economic downturn,tightening of security situation,reduced income,and social dissatisfaction are common in Central Asian countries.At the same time,some new opportunities for digital technology and economic development arise.To fight the virus,Central Asian countries have introduced a series of anti-crisis measures,including continuing to open up,opposing unilateralism and conservatism and attaching importance to regional cooperation,which means the Central Asian countries have increased their demand for cooperation with China,and recognition of the"Belt and Road"Initiative and a community with shared future for mankind.In a general sense,the epidemic has only temporarily delayed the implementation of the"Belt and Road"Initiative,but not essentially weakened it.On the contrary,the importance of the"Belt and Road"Initiative has been highlighted.In the future,we need to continue to promote high-quality development within the"Belt and Road"cooperation with Central Asian countries and focus on improving the survival and development resilience of countries along the"Belt and Road",increasing SME projects,improving cooperation mechanisms,and enhancing cooperation in economy,trade,investment,transportation,agriculture,production capacity,digital economy and people-to-people exchange.
