摘要
社会组织在扶贫当中的作用非常突出,它具有其他社会主体不可比拟的独特优势。在国外,社会组织长期活跃于扶贫领域,致力于推进扶贫事业,并为此作出了非凡的历史贡献。从历史上看,国外社会组织扶贫经历了萌芽、兴起、发展和繁荣四个阶段的演变,逐渐走向成熟。当前,国外社会组织扶贫已经形成了全民参与的慈善文化、形式多样的合作扶贫模式、造血式的减贫方式、多元化的扶贫资金来源渠道等实践经验,这些实践经验无疑对我国社会组织参与扶贫事业具有重要启示。其政策启示体现在:一要大力培育慈善文化,营造社会组织扶贫的浓厚社会氛围;二要全面提升社会组织的社会地位,构建多方参与扶贫的合作机制;三要激发扶贫对象的内生动力,建立可持续的脱贫模式;四要着力拓宽资金筹集渠道,建立社会组织扶贫的资源供给机制。
Social organization is an important force in the cause of poverty alleviation,its role in poverty alleviation is extremely important,with incomparable unique advantages of other social subjects.In foreign countries,social organizations have been active in the field of poverty alleviation for a long time,committed to promoting the cause of poverty alleviation,and made extraordinary historical contributions.Historically,foreign social organizations for poverty alleviation has experienced the evolution of germination,rise,development and prosperity,and gradually matured.At present,foreign social organizations have formed charitable culture,various forms of poverty alleviation cooperation mode,hematopoietic poverty alleviation mode,diversified sources of poverty alleviation funds and other practical experience,which undoubtedly has important enlightenment for poverty alleviation of social organizations in China.This kind of important enlightenment is embodied in:first,we should cultivate charity culture and create a strong social atmosphere of poverty alleviation by social organizations;second,we should comprehensively enhance the status of social organizations and build a multi-party poverty alleviation cooperation mechanism;third,we should stimulate the endogenous motive force of poverty alleviation objects and establish a sustainable poverty alleviation model;fourth,we should focus on broadening the channels of fund raising and establishing a resource supply mechanism of poverty alleviation by social organizations.
