摘要
农业走出去统筹利用国际国内两个市场、两种资源,是关系粮食安全新战略实施的重要组成。“十三五”时期中国农业走出去在投资规模增长、结构优化、主体多元等方面取得了显著成效,同时也出现了增速放缓、多而不强、保障有限等问题。新冠肺炎疫情这一重大公共卫生安全事件的出现,正在影响全球经济、贸易、投资格局,对中国农业走出去产生深远影响。面对新变化、新挑战,中国农业走出去企业要转危为机,寻求结构调整组建企业集团,把握机遇布局全球关键产业链,提升抗风险能力和国际竞争力;政府要聚焦保障重要农产品供给核心目标,加强顶层设计,强化政策保障、机制平台建设与公共服务,统筹推动农业贸易、投资与援助资源协同整合发力。
It is an important part of the implementation of the new strategy of food security to make overall use of international and domestic markets and resources.During the 13th Five-Year Plan period,China's agriculture going global has achieved some remarkable results in the growth of investment scale,optimization of investment structure and diversification of investment subjects,at the same time,there are some problems,such as the slowdown of investment growth,the lack of strong investors,and the limited ability to guarantee domestic demand.The emergency of COVID-19 epidemic is affecting the global economy,trade and investment pattern which has a profound impact on China's agriculture going global.In order to cope with the new changes and challenges,China's overseas agricultural investment enterprises should turn crisis into opportunity to improve risk resistance and international competitiveness,such as carrying out structural adjustment to form enterprise groups,conducting overseas M&A to control global key industry chain;the government should take measures to focus on the core objective of ensuring the important agricultural products supply,such as strengthening the top-level design,policy support,mechanism construction and public services,and promoting the coordinated integration of agricultural trade,investment and aid resources.
