摘要
2020年是中国脱贫攻坚的关键之年,突发的新冠肺炎疫情对脱贫攻坚工作带来了巨大挑战。如何在打赢新冠肺炎疫情防控人民战争、总体战、阻击战的同时保障脱贫攻坚工作的顺利推进,成为党中央当前关注的重要任务之一。新冠肺炎疫情对农村地区人员流动、农畜产品产销、贫困户资金流、扶贫项目建设、地方治理能力等都造成了一定影响,各级政府在积极应对新冠肺炎疫情的同时,针对上述脱贫攻坚工作面临的问题制定了有效的解决方案,为按时完成脱贫攻坚任务目标提供了保障。在分析新冠肺炎疫情基本情况及中国应对措施、新冠疫情对脱贫攻坚工作的影响、应对疫情保障脱贫攻坚的举措的基础上,提出了未来进一步稳定脱贫攻坚成效的工作重点。
2020 is the key year of poverty alleviation in China,and the occurrence of the COVID-19 at the end of 2019 has brought a great challenge in poverty alleviation and completing the tasks of building a moderately prosperous society.How to ensure the smooth progress of poverty alleviation work while thoroughly winning the people's war against the COVID-19 epidemic has become one of the important tasks of the CPC Central Committee.The COVID-19 epidemic has had a certain impact on the population movements,marketing of agricultural and livestock products,capital flow of impoverished villagers,construction of poverty alleviation projects,and local governance capabilities,governments at all levels have formulated effective solutions aiming at the above poverty alleviation work while actively had responding to the COVID-19,which provided a guarantee for the timely completion of the poverty alleviation mission.Based on the analysis of the basic situation of COVID-19 epidemic and China's response measures,the impact of COVID-19 epidemic on the poverty alleviation work,and response measures to ensure the poverty alleviation,the priorities for further stabilizing the effectiveness of poverty alleviation in the future were put forward.
