摘要 为适应异地飞检、即时讨论会商、临时视频监控架设及险情现场指挥调度等视频会商和监控新需求,根据会商和监控低延迟、高清晰、可移动的应用特点,提出了移动互联在异地会商、视频回传、设备远程状态获取及远程控制等业务领域的解决思路,探讨了在极端情况下利用卫星通信资源为调度会商、抢险救援提供必要的通信线路保障。采用该技术后,长江防汛视频会商和视频监控系统响应更迅速、场景更丰富、覆盖更全面,在2020年长江流域性大洪水的防汛调度工作中发挥了不可替代的作用,为方案商讨、指令下达、调令监督等工作提供了重要保障。 To meet the requirements of on-air inspection,instantaneous discussion,temporary video surveillance,on-site disaster treatment command and so on,according to the features of low lattency,high resolution and mobility in such video transfer case,this article proposes the application of mobile interconnection in the business fields of between-places video consultation,video transfer,device status fetch and remote control,and furthermore,discusses the utilization of satellite communication as the emergency channel to support the video consultation and risk-elimination.After applying these techniques,the video consultation and video surveillance system of the Changjiang Water Resource Commission(CWRC)get swifter response,richer scenes,more comprehensive coverage,which provide guarantees for plan discussion,instruction release,order supervision and etc,play a irreplaceable role in the flood control of the Yangtze River Basin in 2020.
