摘要 教育扶贫是中国扶贫开发总体战略的重要组成部分。2020年后我国扶贫工作的重心将从解决显性绝对贫困转向瞄准隐性相对贫困。教育缓解相对贫困具有一定的合法性。教育不仅是提升相对贫困群体主体自觉的有力支撑和形塑相对贫困群体文化自觉的坚实土壤,更是激发相对贫困群体内生动力的重要手段和发掘相对贫困群体可行能力的有效途径。后扶贫时代教育扶贫在实践逻辑上要以理念思维、制度体系、实施方案和治理格局为抓手,通过系统的教育扶贫思维为其提供目标导向和顶层设计,关注教育扶贫过程,追求教育扶贫制度体系运行高效化,聚焦教育扶贫实施方案,遵循差异化教育扶贫理念精准施策,打造教育扶贫多元化治理格局。在教育扶贫理念、制度体系、实施方案以及治理格局层面上构筑教育脱贫攻坚的新路径,激发相对贫困群体的内生脱贫动力,提高教育缓解相对贫困问题的实效,发挥教育助力相对贫困治理的作用,完善多元衔接共治的教育扶贫格局,为促进社会公平正义和增强人民福祉提供改革动力和强大支撑,为全面建设社会主义现代化强国和实现中华民族伟大复兴奠定坚实基础。 Poverty alleviation through education is an essential part of China’s overall poverty alleviation and development strategy.After 2020,the focus of the strategy will shift from addressing visible absolute poverty to aiming at the invisible relative poverty.With its legitimate role in alleviating relative poverty,education can improve the self-awareness of relatively poor groups and shape their cultural consciousness and stimulate their endogenous motivation to explore their potentials.In the post-poverty era,poverty alleviation through education should focus on conceptual thinking,institutional systems,implementation plans,and governance patterns in the practical logic,equips itself with goal-oriented and top-level design through systematic thinking.Policy-makers should pay attention to the process and pursue an efficient operating system.The focus should be given to implementation plans,concept differentiation,and precise implantation to create a diversified governance pattern and build a new path towards poverty alleviation with regard to concepts,institutional systems,implementation plans,and governance patterns.The policies should aim to improve the effectiveness of education towards alleviating relative poverty,give play to the facilitating role of education in governance,improve the pattern with multiple sources,and provide motivation for reform and support to promote social justice and enhance people’s well-being.Poverty alleviation through education will lay a solid foundation for the complete construction of a modern socialist country and the realization of the great rejuvenation of the Chinese nation.
