摘要
本文从失配角度出发,运用生态系统评估中的健康距离模型与空间计量模型,研究了2006—2016年京津冀城市群基本公共服务的影响因素并提出优化对策。研究表明:京津冀城市群基本公共服务失配度整体上呈现出下降的势态,但各城市间的绝对差异呈现扩大趋势;基本公共服务失配度在地理矩阵中不存在空间集聚现象,但在经济矩阵下存在空间集聚现象;在经济矩阵模型下,京津冀城市群基本公共服务失配度与各解释变量均呈现出显著的负相关关系。因此,为实现京津冀城市群基本公共服务均等化以及社会稳定与和谐发展,应大力提高经济发展水平、加大财政投入力度、建立合作运行机制等。
Using the health distance model and spatial econometric model in ecosystem assessment,this paper investigates the influencing factors of basic public services in the BeijingTianjinHebei urban agglomeration from 2006 to 2016,and proposes countermeasures for the current spatial mismatch.This study shows that the BeijingTianjinHebei region has overall ameliorated their public services,but the gap between these cities also widened.The mismatch of basic public services is found not so much in the geographic matrix as in the economic matrix.Under the economic matrix model,the mismatch of basic public services in BeijingTianjinHebei region shows a significant negative correlation with each explanatory variable.In order to balance the basic public services and social stability and coordinate their development,the authorities should take measures to develop the economy,increase financial investment,and promote internal cooperation and coordination.
