摘要
深入贯彻习近平总书记"四个革命、一个合作"能源安全新战略,更好履行保障国家能源安全的责任,是能源企业改革发展的出发点和落脚点。文章以中国石化为例,系统梳理了油田板块推进供给侧结构性改革的做法,分析面临的矛盾和制约因素,从落实能源安全新战略的视角,探索提出了推动油田板块可持续高质量发展的思路和建议。
To thoroughly implement General Secretary Xi Jinping’s new energy security strategy of"Four Revolutions and One Cooperation"and better fulfill the responsibility of guaranteeing national energy security is the starting point and end point of energy enterprise reform and development.Taking Sinopec as an example,this paper systematically summarizes the practice of promoting supply-side structural reform in the upstream segment,analyzes the contradictions and constraints faced by the upstream segment,and from the perspective of implementing the new energy security strategy puts forward ideas and suggestions to promote the sustainable and high-quality development of the upstream segment.
