摘要
随着互联网技术的迅速发展,当前我国网络盗窃犯罪猖獗,其破坏了网络环境,危害了人民群众的信息和财产安全。基于SWOT模型,对网络盗窃犯罪侦防工作中的优势、劣势、机会、挑战进行了分析,探讨了SO、ST、WO、WT四种网络盗窃犯罪侦防策略组合,并结合实际提出了公安机关打击网络盗窃犯罪短期战术(ST策略)和中长期战术(WO策略),以充分发挥自身优势、克服内在劣势、借助外部机会、回避外部挑战,提升侦防网络盗窃犯罪的工作能力。
With the rapid development of Internet technology,cyber theft is rampant in China,which damages the cyber environment and endangers the safety of people’s personal information and property.Based on the SWOT model,this paper analyzes the advantages,disadvantages,opportunities and challenges in the investigation and prevention of such crime,discusses the four different strategy combinations of SO,ST,WO,WT,and on the basis of reality,puts forward the short-term tactics(ST strategy)and medium and long-term tactics(WO strategy)of the public security organs to crack down cyber theft,so as to give full play to their own advantages and overcome the inherent disadvantages,take advantage of external opportunities,avoid external challenges,improve the capability of detecting and preventing cyber theft.
