摘要
永定河综合治理与生态修复项目涉及永定河、桑干河、洋河、御河、十里河等多条主干河流及支流,分解至流域四省(直辖市)的具体项目近40个。为使承发包双方更好地履行合同,减少变更索赔,方便合同管理,部分项目采用了工程总承包管理模式,并在合同签订和执行过程中运用了固定总价的合同计价方式,有效地控制了投资,对项目管理起到了积极作用。
The projects of the Yongding River comprehensive governance and ecological restoration cover main streams and tributaries of Yongding,Sanggan,Yang,Yu and Shili River,with almost 40 projects distributed in four provinces(municipalities).In order to implement the contract effectively,reduce claims for changes and facilitate contract management,the management model of Engineering-Procurement-Construction in some parts of the project is adopted,as well as contract pricing method of fixed total price.Explorations have been made on how to use the fixed price model in the process of contract signing and execution,which effectively controls the investment and plays a positive role in project management.
