摘要
2020年是打赢脱贫攻坚战、全面建成小康社会的收官之年。甘肃省地处经济欠发达的西部内陆地区,自然条件差,革命老区多,贫困程度深导致脱贫工作任务重、难度大,是全国贫困发生率最高的省份。在脱贫攻坚战中,甘肃省积极充分发挥好金融政策、金融措施对于扶贫工作的支持作用。本文在对甘肃省金融扶贫状况进行综述的基础上,分析专项贷款、财政专项扶贫资金、农业保险、政策性银行尤其是中国农业发展银行甘肃省分行、融资担保等主要金融政策推动甘肃省扶贫工作取得的成效,并针对金融扶贫产品单一、金融政策执行质量等问题提出制定专项扶贫政策、建立协调和问责机制等对策建议,旨在为甘肃省更好完成脱贫工作提供智力支持。
2020 is the final year for China to complete the task of alleviating poverty and build a well-off society in an all-round way.Gansu Province is located in the west inland China with underdeveloped economy.Due to poor natural endowments,containing many historical revolutionary areas and deep poverty,the workload and difficulty of poverty alleviation in Gansu are huge and the highest incidence of poverty is among the Gansu province.In the fight against poverty,Gansu has made full use of supporting financial policies and measures for alleviating poverty.Based on an overview of poverty reduction by financial policies in Gansu Province,this paper analyzes the achievements of major financial policies such as special loans,special poverty alleviation funds,agricultural insurance and financing guarantee in promoting poverty alleviation in Gansu Province and the performance of policy banks,especially the Gansu Branch of Agricultural Development Bank of China.In view of the monotonous financial products for poverty alleviation and the quality of implementing financial policies,this paper proposes countermeasures and recommendations such as formulating special poverty alleviation policies,establishing coordination and accountability mechanisms,in order to provide theoretical support for Gansu Province to better achieve poverty alleviation.
