摘要
包括卫生系统在内,编制为期5年的中长期发展规划是目前各行各业一项极其重要的工作。鉴于这项工作涉及到方方面面,其中承上启下的延续、左右关联的衔接、相互之间的协调与说到做到的落实等诸多问题都不可缺少,这些看似简单的问题往往都是在制定规划时容易被忽略的环节,对此论述有助于更好地制定发展规划。
It is an extremely important task for all walks of life to draw up a five-year medium-and long-term development plan,including the health system.In view of the fact that this work involves many aspects,the elements,such as the continuation,cohesion,coordination and implementation,are all indispensable.However,these elements are often ignored in the planning process.Emphasis on these elements is helpful in better formulating the development plan.
