摘要
为提高政府处置突发事件的能力,本文从突发事件处置的“准备—响应—救援—恢复”四阶段出发构建评价指标体系,运用DIIS理论方法进行数据收集、信息揭示、综合研判和形成方案等工作,最终得出2019年中国区域应急表现能力排名:北京等6个区域应急表现能力优秀;安徽等10个区域应急表现能力良好;河南等10个区域应急表现能力一般;湖南等5个区域应急表现能力较差。据此本文提出应建立安全生产大数据风险源数据库,提高训练与演习的强度,构建数字化应急预案系统,引入第三方参与事故调查机制等建议,以期全面提高各区域的应急管理能力。
In order to improve the government's ability in dealing with emergencies,this paper starts from the four stages of"preparation-response-rescue-recovery"for emergency handling to construct an assessment index system,and uses DIIS method to conduct data collection,information revelation,comprehensive judgment and solution formation.China's regional emergency performance rankings in 2019 are concluded:6 regions including Beijing have excellent emergency performance capabilities;10 regions including Anhui have good emergency performance capabilities;10 regions including Henan have general emergency performance capabilities;Hunan and other 5 regions have poor emergency performance capabilities.In this regard,it is obvious that establishing the big risk source database of safety production,increase the intensity of training and drill,constructing the digitized emergence plan system and introducing the third-party accident investigation mechanism are helpful to improve globally emergency management capabilities in every region.
