摘要
“十四五”时期是电力工业全面落实高质量发展要求,深入推进电力供给侧改革的关键时期。回顾“十三五”时期电力工业发展历程,现代电力工业体系正在形成,“十三五”时期规划目标基本实现,并呈现以下特点:安全高效的电力供应能力显著增强;电力工业空间布局不断优化;电力系统效率与调节能力不断提高;电价形成机制不断完善,初步建立了输配电价监管制度;电力技术创新能力与国际合作水平不断提升。“十四五”时期电力工业需着力解决煤电定位与电力电源结构优化的关系问题、电力工业平衡发展与电力工业布局问题、深化电力市场化改革和电力价格改革问题。面向“十四五”,要发挥好煤电在电力工业转型发展的积极作用,优化电力工业空间布局,进一步降低电力成本,将科技创新作为推动电力工业高质量发展的新动能,稳步推进电力体制市场化改革和电力价格改革。
The 14th Five-Year Plan period is a critical period for the electric power industry to fully implement high-quality development requirements and further promote the electric power supply-side reform.A review of the development process of the electric power industry during the 13th Five-Year Plan period shows that a clean,low-carbon,safe,and efficient modern electric power industry system is taking shape,and the planning objectives of the 13th Five-Year Plan period are basically achieved,with the following characteristics:Clean,low-carbon,safe and efficient electric power supply capacity is greatly enhanced;The spatial layout of the electric power industry has been optimized;The efficiency and regulation ability of the electric power system are improved continuously;The pricing mechanism has been improved continuously,and a regulatory system for electricity transmission and distribution has been preliminarily established.The power technology innovation capability and the international cooperation level have been continuously improved.During the 14th Five-Year Plan period,the power industry should focus on solving the following problems:the relationship between coal power positioning and power supply structure optimization;balanced development of the electric power industry and the distribution of the power industry;deepening the reform of power market and power price.Facing the 14th Five-Year Plan,we should give full play to the positive role of coal power in the transformation and development of the electric power industry and optimize the electric power industry's spatial layout.We should further reduce the power cost and take scientific and technological innovation as a new driving force for the high-quality electric power industry.We should also steadily promote the market-oriented reform of the electric power system and the reform of the electric power price.
