摘要
乡村治理现代化是贯彻落实“治理能力和治理体系现代化”的重要部分,基层党组织作为乡村治理的核心力量,是有效践行乡村振兴战略的重要抓手。本文从法治化、专业化、数据化等角度总结伊犁州在乡村治理中的实践成果,研究党组织在多民族地区乡村治理现代化发展中发挥的引领作用。研究表明:通过村级阵地建设、“访惠聚”驻村工作和创新群众工作模式,伊犁州乡村治理现代化的方式方法、干部队伍和精细化水平得到有效提升,同时也面临着进入攻坚期、瓶颈期等现代化发展困境。因此,本文提出建立健全科学有序的法治工作机制,强化干部队伍的专业化水平,积极探索数据治理的本地模式等对策,以期为进一步提升伊犁州乡村治理现代化提供理论依据和路径探索。
The modernization of rural governance is an important part of the implementation of"modernization of governance capabilities and governance systems".As the core strength of rural governance,grassroots party organizations are important starting point for effectively implementing the strategy of rural revitalization.This article summarizes the practical achievements of Yili Prefecture in rural governance from the perspectives of rule of law,specialization,and digitize,and studies the leading role of the party organizations in the modernization of rural governance in multi-ethnic areas.Research shows that through the construction of village-level positions,“Fanghuiju”work in villages and innovating the mode of mass work,the methods,cadre team and refinement levels of rural governance in Yili Prefecture have been effectively improved,and at the same time,they are also facing the modern development difficulties.Therefore,this article proposes to establish a sound scientific and orderly legal work mechanism,strengthen the professional level of the cadre team,and actively explore the data governance of local model,so as to providing theoretical basis and path exploration for further improving the modernization of rural governance in Yili Prefecture.
