摘要
“街面警务站”作为城市社会治安防控的多中心参与方式,在老城区、新城区及结合区等不同区域的治安治理实践中存在理念上的偏误。新城区在较好体现可防卫性系统规划的同时,却难以拥有相互信任的社会关系网络;老城区因丰厚的邻里社会资本具有活力优势,但由于可防卫性的先天不足而易藏“暗流”;结合区则既不具备防卫型多中心秩序条件,也难以形成活力型多中心秩序。这些问题都需要运用民主治理的智慧来改进。通过消解其治理理念存在的偏误,完善治理运行机制,同时运用大数据、人工智能等高科技手段加大邻里社会资本投入等方式,可有效实现社会治安防卫与活力的统一。
"Street Police Station"as a multi-center participation method of urban social security prevention and control,which has some conceptual biases and errors in the practice of public security governance in old urban area,new urban area,combination area and other different areas.While the new urban area embodies the defensible system planning,it is difficult to have a social network of mutual trust.The old urban area has the vitality advantage because of the rich neighborhood social capital,but it is easy to hide"undercurrent"because of its inherent lack of defensibility.The combination area does not have the conditions of the defensive polycentric order,and it is also difficult to form the dynamic polycentric order.These problems need to be improved with the wisdom of democratic governance.We should eliminate the biases and errors in its governance concept,improve the governance operation mechanism,at the same time,we need to use big data,artificial intelligence and other high-tech means to increase neighborhood social capital investment,so as to effectively realize the unity of social security defense and vitality.
