摘要
加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局是基于我国发展阶段、环境、条件的变化,重塑我国国际合作和竞争新优势的战略选择,是事关全局的系统性变革,是习近平新时代中国特色社会主义经济思想的新发展。本文根据政治经济学的基本原理和方法,从理论、历史、实践的角度,指出国民经济循环受一般规律和特殊规律的支配,由内循环和外循环构成的国民经济循环结构是一般规律和特殊规律共同作用的结果。我国构建新发展格局具有历史必然性,是与新时代的要求相适应,与新发展理念、高质量发展、供给侧结构性改革、实现更高水平开放全方位对接的。
Accelerating the formation of a new development pattern with the domestic cycle as the main body and the mutual promotion of the domestic and international double cycles is a strategic choice to reshape China's international cooperation and competitive advantages based on the changes in China's development stage,environment and conditions.It is also a systemic change that concerns the overall situation,and is a new development of Xi Jinping s economic thinking on socialism with Chi-nese characteristics in the New Era.Based on the basic principles and methods of political economy,this article points out that the cycle structure of the national economy composed of internal and exter-nal cycles is the result of the combined effect of general laws and special laws from the perspectives of theory,history,and practice.It is historically inevitable for China to construct a new development pattern.It is fully aligned with the requirements of the New Era,with new development concepts,high-quality development,supply-side structural reforms,and achieving a higher level of openness.
