摘要
广西北部湾位于"三圈"核心带,是连接东盟的重要海陆大通道,承载着国际、国内及区域多重战略任务。随着广西北部湾地区一体化进程不断加快,地方政府发展规划目标不一致、区域合作领导机构缺失、"搭便车"行为与补偿不足的矛盾、区域合作法律保障与绩效考评不到位等问题也逐渐凸显,严重损害了区域整体竞争力。调整区域行政区划,推动区域协同立法,设立区域合作领导机构,构建驱动、运行和保障三大机制,有助于破解广西北部湾地区一体化进程中地方政府合作的难题。
Guangxi Beibu Gulf is located in the core belt of"three circles",which is an important sea and land channel connecting ASEAN,bearing multiple strategic tasks at home and abroad.With the accelerating process of Guangxi Beibu Gulf regional integration,problems such as inconsistent development planning objectives of local governments,lack of regional cooperation leading institutions,contradiction between free riding behavior and insufficient compensation,inadequate legal guarantee and performance evaluation of regional cooperation have gradually become prominent,which seriously damaged the overall regional competitiveness.Adjusting the regional administrative division,promoting regional collaborative legislation,setting up regional cooperation leading bodies,and constructing three mechanisms of driving,operation and guarantee are helpful to solve the problems of local government cooperation in the process of Guangxi Beibu Gulf regional integration.
