摘要
提出了变电站运行主人承包制,深度剖析了运行主人承包制的具体内涵,涵盖了设备验收、例行巡视、精益化管理、缺陷隐患全过程管控以及文明生产等各个环节,通过强有力的制度保障和激励措施,极大地提升了运维效率,提升了运维人员的综合运维素质,实现了责任到人的管控目标。以山东省某市变电运维一班的执行情况为例,分析了变电站运行主人承包制的运行效果。案例结果表明,变电站运行主人承包制在变电运维实际工作中具有较高的应用价值,是可行有效的。
This paper proposes the operation master system of the substation,and analyzes the specific connotation of the operation master system in depth,covering equipment inspection,routine inspections,lean management,full process control of hidden defects,and civilized production.Strong system guarantee and incentive measures have greatly improved the efficiency of operation and maintenance,enhanced the comprehensive operation and maintenance quality of operation and maintenance personnel,and achieved the management and control goal of responsibility to people.Based on the case study of the implementation of the substation operation and maintenance in a city in Shandong,it analyzes the operation effect of the operation master system of the substation.The case results show that the substation operation master system is highly valuable,feasible and effective in the actual operation of substation operation and maintenance.
